Romantic wide ruffle blouse with drawstring and/or elastic around collar allowing for complete adjustment of size of neckline. Can be worn up on the shoulders to cover bra straps or adjusted to be worn off the shoulder. Ruffle width ranges 7"-9½" so that in the short sleeve style the ruffle actually gives upper arm coverage.
